Successful Election in 2017 and Improvement Election in 2018 Agenda

Recapitulations polling of 101 simultaneous elections in 2017 have been announced. Now, the fate of most of the simultaneous election 2017results  will be determined by the Court whose decision shall be final and binding in the election dispute. The Court itself has begun a preliminary examination period lasts between March 16 to 22, 2017 to examine the formal and material requirements of a lawsuit filed by the petition. It is to determine whether the case filed may be continued because it has met the requirements of the legislation, or just the opposite is rejected by MK. If the case is decided can be resumed, then the Court would begin to hold a hearing on April 6-May 2, 2017, followed by the judge consultative meeting on 3-9 May 2017, and the reading of the decision on the 10-19 May 2017.

In addition to the lawsuit to the Constitutional Court, the issue of elections is also the realm of the Honorary Board of Election (DKPP), mainly related to the professionalism of the organizers pemilu.Sejak November 2016, DKPP received about 167 complaints from 101 simultaneous elections to the complaint 2017.Banyaknya DKPP for election disputes that may be submitted Constitutional Court has been restricted to objects are concerned which can be raised, which is only related to dispute election results, which amount has also been determined. This makes a lot of election participants using other objects pertaining to the alleged fraud or neutrality of the organizers of the elections that are considered detrimental to the interests Paslon in the election.

Better Achievements

Concurrent elections in 2017 it still leaves a number of homework.Jakarta governor election itself lasted two rounds. Elections dispute may not be eliminated altogether; legislation has provided a guarantee for participants to seek election justice through legal channels. Other important achievement in the elections of 2017 was the increased number of voter participation. According to the Commission, there are about 46 areas that voter turnout was below the target of 77.5% participation rate of voters. However, the data also showed KPU RI approximately 55 regional executive elections voter participation rate above 77.5% or exceeded the target. It is once again an increase in political awareness of the public to use their political rights, as well as the performance of the election organizers and contestants are able to raise people's political enthusiasm towards elections.

Meanwhile, for the local elections in Aceh, a mature attitude shown by the contestants and the community in the implementation of local elections in Aceh Tenggara should be appreciated. Improvement Proposal

Various important achievements in the implementation of simultaneous elections in 2017 is certainly the result of close collaboration between the organizers, contestants and the public, as well as all relevant stakeholders that calls for democracy means elections can be qualified to select the best regional leaders. However, it must also be recognized there are still some issues that need to be addressed in order to improve the quality of the repair and operation of election.because of some reasons, it need some repair both the technical aspects of implementation, performance organizers, as well as a regulation to the success of the elections simultaneously in 2018. A number of the proposed improvements include:

First, the need to increase the socialization of regulatory and technical organization of the elections both to the public, contestants and supporters. This is important because factually in the field still have problems due to ignorance of the rules of the elections, such as the technical use of the right to vote for those who are not listed in DPT, voting time that had elapsed, and the campaigned rules. One of a real problem which is becoming a hot issue is related with the use of the right to choose whether they do or not when the time voting was completed at 13.00.Perlu rules and equal understanding for election organizers, especially KPPS regarding the use of the guarantee voting rights for registered voters.

Secondly, it is necessary communication and better coordination among stakeholder’s organizers of the elections, especially between the Ministry of Home Affairs, KPU, Election Supervisor, DKPP and the Constitutional Court in the management of the implementation of Election. Becauseof that, the existence of Election-related teams in the agencies need to harmonize and establish an effective coordination system in order to anticipate any dynamics that arise in the simultaneous elections quickly.

Third, be prepared carrying a logical and adequate budget in accordance with the workload and responsibilities of elections, especially for the sake of dissemination and technical guidance for stakeholder’s elections. The urgency of this is to ensure that the effective dissemination and outreach to stakeholders with Election. The understanding of rules and all aspects related to the elections adequately expected to prevent violations of the election.

Fourth, the need for improvement in the management of procurement and distribution of ballot papers and supporters form. This is to anticipate problems in the field related to the lack of ballot papers and supporters form that often trigger disputes as a result of allegations of deliberate and neutrality of the organizers of the elections that have implications for the access of voters to exercise their voting rights.

Fifth, the need for integrity pact and increased commitment of the organizers of the elections to ensure the principles of impartiality and neutrality in implementing this tugasnya.Hal still many complaints related to the object DKPP problem lies in organizing the elections itself.

Through these improvements are expected to organizing elections in 2018 may take place simultaneously better and become a momentum for the community to jointly continue the development of the region with the new local leadership and quality.
